Warta 4 Katong has posted a new item, 'House Wants Immediate Probe into Papua
Torture Case'

The House of Representatives (DPR) wants the government to launch an immediate
probe into the alleged torture of  some Papuan men by members of  National
Defense Forces (TNI) on which some recorded footage had appeared on Youtube.

"The House's Commission I and Commission III are now coordinating to jointly ask
for explanations  from TNI Commander Agus Suhartono on the matter" Aziz
Syamsuddin, the House's Comission III deputy chairman, told ANTARA, at the DPR
building on Tuesday.

Syamsuddin said  the House was also checking whether or not the video had not
been  a doctored footage, in which  TNI members had maltreated some Papuan
men.

"If it was really done by individuals belonging to a official state institution,
then the House will ask for immediate law enforcement in the case," Syamsuddin
said, adding that formal explanation will be needed directly by the two House's
commissions from the TNI Commander in order to avoid overlapping in the field.

Syamsuddin stressed that the House will follow the progress of the probe.

President Susilo Bambang Yudhoyono last Friday held a special meeting on the
case and had instructed a comprehensive investigation and solution to the
alleged torture case.

"The President wants to make sure that further steps be taken if results of
investigations indicate violation of the law and code of (military) ethics,"
Coordinating Minister for Politics, Law and Security Air Marshall (Ret.) Djoko
Suyanto said after the meeting.

Minister Suyanto pointed out that his ministry were been investigating the case
through Cendrawasih Military Regional Command in Papua just after reports on the
case became widespread.  He also admitted that there could have been excessive
actions taken by TNI personnel to the men, who had been suspected of being
involved in the previous shooting incidents.

Such excessive actions, according to Suyanto, are violation of military code of
ethics and breach of TNI personnel professionalism pledge. However, he said he
will still wait for results of further investigations that he expected will soon
be finalized.

Suyanto reiterated that the government has since 2005 left the security and
politics approach in Papua and instead implementing economic welfare and
development. Military units assigned on missions to Papua recently only after
the attacks targeted on some companies and their employees there.

Suyanto said there should be no misunderstanding with regards to the government
policy in Papua. Legal proceedings have been taken in the context of law
enforcement, whereas political, legal and security approaches are to taken to
support creation of economic prosperity in Papua.
